ATLANTA—President Obama hailed thecompletion Monday of ahistoric 12-nation Pacific Rim tradedealthat he said “reflects America’s values,”as his administration turned quickly from the global negotiatingtable to selling the deal on Capitol Hill.

Obama pledged that the Trans-Pacific Partnership, the largestfree-trade accord in a generation, would open new markets abroadfor U.S. goods and services and establish rules that give “ourworkers the fair shot at success they deserve.”

But in a sign of the tough fight ahead to win final ratificationfrom Congress next year, lawmakers from both parties lambasted thepact as falling short, raising the prospect that the White Housecould lose support from allies who had backed the president’s tradepush earlier this year.

“Closing adeal is an achievement for our nation only if it works for theAmerican people and can pass Congress by meeting the high-standardobjectives laid out” by lawmakers in the spring, said Sen. Orrin G.Hatch (R-Utah), chairman of the Senate Finance Committee. “Whilethe details are still emerging, unfortunately, I am afraid thisdeal appears to fall woefully short.”

Theannouncement here that consensus had been reached after five daysof intense negotiations between trade ministers started the clockon the final process of winning approval from nationallegislatures. The United States, where the 2016 presidentialcampaign is underway, is not the only nation with aturbulentpoliticalclimate. Canadian Prime Minister Stephen Harper, who backed thedeal, is facing a tough reelection vote this month, and theopposition party has said it would not be bound by the terms of thedeal. Leaders of Australia, New Zealand and several other countriesmade tough compromises that face stiff opposition athome.

On theU.S. campaign trail, Sen. Bernie Sanders (I-Vt.), who is runningfor the Democratic presidential nomination, slammed the deal,saying, “Wall Street and other big corporations have won again.”Republican front-runner Donald Trump has consistently criticizedbig trade deals, and Democrat Hillary Rodham Clinton has hedged onthe TPP deal, despite having supported it while serving as Obama’ssecretary of state.

“I’llleave the presidential politics to someone else,” U.S. TradeRepresentative Michael Froman said during a news conference inAtlanta. “Our job is to reach agreement and explain it fully to theAmerican public. Given where we are in the calendar, this really isa 2016 issue for Congress to consider.”

Obama mustwait at least 90 days after notifying Congress of the deal until hecan sign it and send it to Capitol Hill, and the full text of theagreement must be made public for at least 60 of those days. Underthe terms of “fast-track” trade legislation approved by Congress inthe spring, lawmakers will not be able to amend or filibuster theTPP pact.
